DEP issues the permits

Since July 1, 2025, Florida DEP's Onsite Sewage Program, not the county health department, permits septic systems in Marion County. Applications go through DEP's portal at osp.floridadep.gov, and Marion staff can be reached at [email protected] or 850-245-8362. Building permits still come from Marion County Building Safety; under a 2026 state law a single-family builder may be able to get the building permit with proof of a septic permit application, at their own risk until the septic permit issues, so confirm with the county.

Springs rules for new systems and repairs

Silver Springs and Rainbow Springs are Outstanding Florida Springs, and the 2025 Silver Springs and Rainbow Springs BMAP puts septic systems at 32% of the nitrogen reaching them. Under that plan, which became final and effective April 27, 2026, a new system on any lot size must be an enhanced nutrient-reducing (ENR) system that removes at least 65% of nitrogen (DEP's August 2026 table: as of July 27, 2026). An existing system must be upgraded to ENR whenever a DEP repair, modification or replacement permit is needed, unless sewer is planned and funded. A working system that needs no permit has nothing to do now. Most of Marion County is inside the BMAP; confirm your parcel on DEP's map.

Sand ridges, wet flatwoods and summer rain

Much of the county sits on deep, fast-draining sands such as Candler, where effluent can reach the aquifer quickly; flatwoods soils such as Blichton and Pomona have a seasonal high water table within about a foot of the surface. NOAA's 1991–2020 normals for the Ocala station show 51.64 inches of rain a year, with 27.91 inches (54%) falling June through September, the months when wet-ground drain fields struggle most.
